Increase in Private Education Expenses Due to Distance Learning (Part 1)

[The Public = Daniel Park] Despite the spread of COVID-19 last year, as face-to-face activities following vaccinations expanded, the total expenditure on private education for elementary, middle and high school students recorded the highest ever. The average monthly private education expenditure per person also rose 21.5% from the previous year to 367,000 won, the highest since statistics were compiled.

The National Statistical Office and the Ministry of Education announced on the 11th the '2021 Elementary, Middle and High School Private Education Expense Survey Results', which surveyed about 3,000 elementary, middle, and high schools and about 74,000 students for six months from March to May and July to September of 2021, announced on the 11th. .

According to the National Statistical Office, the total amount of private education expenses for elementary, middle and high school students last year was about 23.4 trillion won, up 21.0% from the previous year (19.4 trillion won). This is the largest and largest increase in history since the statistics were compiled in 2007. It is analyzed that it was affected by the base effect of the decrease in the demand for private education in the situation of COVID-19 in 2020, and the expansion of vaccination and face-to-face activities last year.

Im Kyung-eun, head of the Welfare Statistics Division at Statistics Korea, said, "The normal academic schedule was not achieved due to the spread of Corona in 2020, and schools were delayed due to the spread of the corona virus. As children return to private academies, the cost of private education has increased significantly, centered on general subjects,” he explained.

When looking at the total private education expenses by school level, elementary school students totaled 10.5 trillion won, accounting for 45.0% of the total private education expenses. Middle school and high school students totaled 6.3 trillion won and 6.5 trillion won, accounting for 27.1% and 27.9% of the total private education expenses. The total private education expenses for elementary school students increased 38.3% from the previous year, and private education expenses for middle school and high school students also increased by 17.7% and 3.0%.

The participation rate of elementary, middle and high school students in private education was 75.5%, an increase of 8.4 percentage points (p) from the previous year. Elementary school students were the highest at 82.0%, middle school students 73.1%, and high school students 64.6%. Compared with the previous year, the participation rate in private education increased by 12.3%p for elementary school students, 5.9%p for middle school students, and 3.0%p for high school students.

The number of hours per week for private tutoring was 6.7 hours, up 1.5 hours from the previous year. Middle school students had the most with 7.0 hours, followed by elementary school students with 6.8 hours and high school students with 6.3 hours. Compared to the previous year, elementary school students increased by 2.2 hours, middle school students by 1.0 hours, and high school students by 0.4 hours.

The average monthly private education expenditure per student was 367,000 won, the highest since statistics were compiled. It increased by 21.5% from the previous year, which is also the largest increase ever. High school students had the most at 419,000 won, followed by middle school students at 392,000 won and elementary school students at 328,000 won. The average monthly private education expenditure per elementary school student increased 39.4% from the previous year, and middle school (14.6%) and high school students (6.0%) also showed an increase.

When the scope is narrowed down to students participating in private education, the average monthly private education expenditure per student was 485,000 won, an increase of 8.0% from the previous year. High school students paid 649,000 won, middle school students 535,000 won, and elementary school students 400,000 won. The average monthly private education expenditure per student by grade level was highest in the first year of high school (445,000 won). Even if the scope was narrowed down to participating students, the private education expenditures for the first year of high school (655,000 won) were the largest.
